<p>What are the general requirements and regulations a property owner needs to know?<br />
These items are summarized from City law:</p>
<ul>
<li>All exterior property areas must be maintained free of any accumulation of garbage, rubbish, junk and refuse.</li>
</ul>
<ul>
<li>All exterior property areas must be maintained free of any accumulation of animal droppings and of any foul, offensive or obnoxious odors generated from the keeping of animals.</li>
</ul>
<ul>
<li>It is unlawful to accumulate or store: junk, metal, wood, fabricated goods, building materials, containers or other items in a manner that creates a nuisance or rodent harborage. Generally, the zoning laws prohibit exterior storage of business related materials in residential areas.</li>
</ul>
<ul>
<li>Every occupied building shall be supplied with approved rubbish containers which are of sufficient quantity and capacity to properly store all garbage and rubbish. Garbage and rubbish must be collected weekly by a licensed refuse hauler. In rental buildings it is the responsibility of the owner to provide the containers and the responsibility of the tenants to use them properly. Storage of refuse in plastic bags is not allowed. Outside storage of recyclable materials is not allowed.</li>
</ul>
<ul>
<li>Firewood cannot be stored closer than ten (10) feet to a residence, cannot exceed five (5) feet in height and shall not be allowed to become a nuisance or rodent harborage. Firewood should not be stored in contact with the soil.</li>
</ul>
<ul>
<li>Grass and weeds must be kept cut shorter than eight (8) inches.</li>
</ul>
<ul>
<li>Bushes, trees and shrubs cannot obstruct the public sidewalk or alleys.</li>
</ul>
<ul>
<li>Overgrown, uncontrolled vegetation, shrubs, trees, vines that are conducive to the accumulation of refuse, debris or vermin is not allowed.</li>
</ul>
<ul>
<li>House numbers which are at least three (3) inches in height and which are reflectorized or illuminated are required to be clearly visible front and rear, from the street or alley.</li>
</ul>
<ul>
<li>All garages, sheds and other buildings are required to be kept secure from unauthorized entry.</li>

<p>Median selling prices in 2007 are expected to increase by only about 1 percent or so in the 13-county area.</p>
<p>In 2006, median prices were at a virtual standstill <strong>as buyers regained control of the market.</strong> That was thanks to a 16 percent decline in sales at a time when the supply of houses on the market spiked.</p>
<p>Median prices in 2006 were up about 0.5 percent over the previous year in the Twin Cities. That compares with increases ranging from 6 percent to nearly 12 percent in the first half of the decade.

<p>The Approval Letters I give to my clients are written with Integrity. They are worth their weight in solid gold.  I actually negotiate with some lenders on your behalf <em>before</em> we meet. This will allows you to jump on the home of your dreams as soon as you find it.</p>
<p>From the lender I will get a commitment stating that they will loan you the money you need. <strong>AND</strong> I make sure to obtain the needed terms to get you a loan.  I leave Nothing about your chance at home ownership to chance. With needed completion  of the appraisal, titlework, and verification of what you tell me, the lenders are committed to getting you the money, and they give me their terms for lending the money to you.</p>
<p>I will actually bring you a lender <strong>Approval</strong>, not a preapproval. There is a difference. If you had a loan officer that could get you an approval, why would you waste your time with a preapproval?

<p>Wow!  My phone has been ringing off the hook this week.  It seems that our unusually warm winter is keeping home buyers in the hunt instead of watching football on TV. </p>
<p>It&#8217;s great to see the pulse of the Real Estate Market is still pumping strong in the Twin Cities. Contrary to what is published in the the newspaper or broadcasted on TV, the sky is not falling. We will live to see another day.  </p>

<p>This is a great time of year to find a seller who wants to wheel:</strong> If Mr. Seller has had their home on the market all winter long, they are likely sick of draining their savings account as they make double payments.  </p>

<p><a id="more-22"></a></p>
<p>Two examples of economic indicators which affect home interest rates would be <em>The Job Report,</em> which contains data on the number of jobs created or lost.    It also contains data displaying the change in average hourly earnings of our economy&#8217;s workers.    The second report would by <em>The Retail Sales analysis.</em></p>
<p>This indicator tells us if we, as Americans, are spending our hard earned dollar. A strong job report means that Jobs had been created and the American Worker is making more money at his or her job.</p>
<p>At the same time, if the <em>Retail Sales Analysis</em> discovered that American are spending the dollars they earn, then it would be considered &#8220;Good&#8221; economic news.    If that were the case and all other factors remained constant, Home Loan rates would increase.  The increase would be needed to prevent inflation and slow the flurry of activity in the market.</p>
<p>Conversely, a <em>weak Job</em> Report and <em>Retail Sales Analysis</em> would show that No jobs had been created, or even worse some jobs were eliminated.  At the same time if Americans were not spending the money they did earn, again all other factors remaining constant, the economy would need to stimulation.</p>
<p>Stimulation would come in the form of lower home interest rates.  Low rates would mean you have more money in your pocket to spend and lower our overall cost of living and doing business would be lower.</p>
<p>If Companies have more money to spend, then they can hire more people which results in Jobs Being Created.  If jobs are being created, people are happy, and happy people spend money in our economy. It&#8217;s a Vicious Cycle really.

<p>But let&#8217;s look at what the market really was: 2006 was the 3rd best year in the history of Real Estate recorded since 1941. 2006, nationwide, also produced the 3rd most number of annual home transactions.</p>
<p>So, what do we have in 2007? We have among the lowest interest rates our country has ever seen. Rates are phenomenal! Did you know that in November 2006 we saw the lowest rates since October 2005? In fact, we are on the cusp, of seeing the lowest rates in 30 years&#8230;but that doesn&#8217;t sell news papers. RATES ARE STILL LOW.</p>
<p>Where is the Twin Cities Real Estate Market right now, the first quarter of 2007? Well, for every 11 homes on the market, there is one buyer. What am I saying? If you are looking to buy a home right now in the Twin Cities, you can look at 11 homes, make an aggressive offer, and have it accepted on your terms, not the sellers! Best of all, statistically speaking, you won&#8217;t have any competition.</p>
<p>Wrapping up. This is the best time, historically, to buy a home in the Twin Cities. Historically Rates are of the lowest our country has seen. Home Values have backed off allowing you to get more home for less $$. Best of all, there is minimal competition from other buyers, you get the home you want on your terms. All this being said. <p>As a first time home buyer I was extremely leery of anyone I talked to when it came to mortgages. But when Bryan urged that we meet and go over any questions I had, I knew had a found a winner.</p>
